* having possession of an Authorization to Possess

* having applied for the Authorization to Possess but have not yet received it

* who's medical condition qualifies them for authorization. These include HIV/AIDS, Cancer chronic pain, multiple sclerosis, IBS, epilepsy, and wasting syndrome.
